This was discussed at a meeting on veterans’ policy chaired by Vice Prime Minister Iryna Vereshchuk. 

Special attention was paid to the issue of providing district and regional territorial recruitment and social support centers with access to state civil registers to obtain relevant information for the preparation of documents on dead/prisoners/missing soldiers.

To make improvements, they are working on developing amendments for Cabinet of Ministers’ Resolutions No. 884 from 30 November 2016 and No. 168 from 28 February 2022.

“We need to make a clear list of state organizations that will be given information from state records. Therefore, we must agree on these changes as soon as possible,” the Vice Prime Minister emphasized.

Additionally, because district recruitment centers have a large workload, the families of fallen defenders must wait a long time for their documents to be processed.

Bureaucratic procedures hold up the paper trail. Iryna Vereshchuk suggests that the Territorial Recruitment and Social Support Centres need to improve and streamline their work. Specifically, additional staff could speed up these processes.

At the same time, we need to introduce an electronic document management system to ensure everything works smoothly.  The district and regional Territorial Recruitment and Social Support Centres will soon have electronic document management workstations.

The meeting also addressed the issue of communication between the Territorial Centre for Recruitment and Social Support and military units. People have to wait for six months to get the papers they need to receive a single payment of financial aid if an AFU soldier dies.

The official told the General Staff of the Armed Forces of Ukraine to focus on particular incidents where military units were late in replying to documents.
