In June 2023, the Kharkiv Regional Military Administration established a Coordination Center for Civilian Support. Currently, 46 territorial communities in the region already operate similar centers.
The Coordination Center assisted:
- 104,000 IDPs,
- 4,000 people with disabilities,
- 3,000 family members of deceased war veterans, defenders, and defenders,
- 1,100 war veterans and military personnel during its six months of activity.
The Kharkiv RMA has a working group dedicated to implementing the All-Ukrainian Mental Health Program. This group operates 5 multidisciplinary mobile teams in 4 urban territorial communities, providing social and psychological assistance to those affected by hostilities.
Psychologists and social specialists are trained. In November, the Kharkiv Regional Center for Social Services established a Training and Methodological Center to improve professional competencies in psychological assistance and psychosocial support.
A social hotline is being developed in the region to help IDPs adapt to their new residence.

The Ministry of Reintegration has established Coordination Centers at each RMA to support and assist the affected population, including IDPs, veterans and their families, children, and the elderly.
