Presenting the Draft Strategy for Restoring State Power and Reintegrating the Population of the De-occupied Territories

Prime Minister Denis Shmyhal’s office created a draft strategy for 2026 and an implementation plan.

The Ministry of Reintegration created a working group with state bodies and public sector representatives to develop the plan. It included representatives from the Office of the President, the Mission of the President in Crimea, and the ZMINA Human Rights Center.

The presentation was at a meeting chaired by Vice Prime Minister Iryna Vereshchuk.

The Strategy is a document that outlines the main principles and policies of the state:

– The objective is to synchronize the actions of state authorities and local governments and to restore their activities in the de-occupied territories (DOTs);

– Creating conditions for the full reintegration of the territory and population of the DOTs into the legal, administrative, social, cultural, informational, educational, etc. spaces of Ukraine;

– The restoration of human and civil rights and freedoms;

– Overcoming the consequences of temporarily occupying Ukrainian territories in all spheres of public life.

Implementing the Strategy will result in the development of a coherent state policy on the reintegration of the DOTs, taking into account the conditions, duration, and consequences of the temporary occupation for the residents of these territories.

The document is currently undergoing review by the central executive authorities.

“The state must now prepare for the full reintegration of the de-occupied territories. I would like to thank the public sector and all interested bodies involved in developing this strategy,” the Vice Prime Minister said.
