Occupants in TOT take away housing: What Human Rights Activists recommend

The occupation authorities in the temporarily occupied territories of Donetsk, Zaporizhzhia, Luhansk, and Kherson regions have informed homeowners about the necessity to register their homes in the Unified State Register of Real Estate of the Russian Federation. The ZMINA Human Rights Center has issued a report on this matter.

In other words, if there is no entry in the register or if the housing is not being used or paid for, it will be seized by the municipal authorities.

Such statements have led to an increase in the number of cases where residents attempt to enter the TOT of Ukraine through the territory of russia to protect their property.

Several Ukrainian human rights and civil society organizations have expressed their position on such trips and provided recommendations for citizens who own property in the TOT.

First and foremost, it is important to note that Ukraine will never recognize the seizure of real estate by the russian federation as legal. It will have no legal effect.

It should be noted that while traveling to the TOT is not prohibited by Ukrainian law, it can pose a danger to the lives and health of citizens. It is not possible to predict or prevent the actions of the occupation authorities.

Therefore, to record the seizure of real estate, human rights activists recommend:

  1. Monitor the housing situation in the TOT of Ukraine and collect relevant data.
  2. Verify the ownership data for residential real estate. Should further assistance be required, please contact the State Register of Ukraine.
  3. Please contact the relevant law enforcement agencies in Ukraine.
