Ukraine’s government is preparing proposals for the 34th International Conference of the Red Cross and Red Crescent in October.

A meeting was held on Thursday chaired by Iryna Vereshchuk, Vice Prime Minister, with representatives from the following ministries in attendance: Reintegration, Defence, Health, Justice, and Social Policy.

The meeting participants reviewed the initial drafts of five resolutions to be adopted at the end of the Conference.

The need for more active action to stop and prevent violations of international humanitarian law faced by Ukraine was stressed.

They discussed how to get information about civilians who have been captured or deported. Currently, russia does not give the Red Cross a list of deported civilians or present them as combatants. There is also a problem getting information about children who have been deported or taken. All of this is a violation of IHL.

A new law on protecting civilians and objects from cyberattacks during war says AI should not be used for propaganda or information operations. This could spread disinformation.

They also considered draft resolutions on the culture of compliance with IHL, local authority humanitarian activities, and natural disasters and climate change.

After submitting proposals, the Working Group will help Ukraine at the UN in Geneva to get a better deal on the final version of the resolutions.
