Vice Prime Minister Iryna Vereshchuk said this at a conference on Ukraine’s future. The conference was held on 28 May in Kyiv.

The official took part in a panel discussion on state policy and the recovery of territories after de-occupation.

The conference was held as part of the “Formation of Conceptual and Legal Framework for the Institutional Recovery of Donbas” project. It was part of Global Open Government Week in partnership with the Congress of Local and Regional Authorities under the President of Ukraine and the Ministry of Reconstruction.

Iryna Vereshchuk told the audience that the Ministry of Reintegration had created a draft strategy for restoring state power and reintegrating the DOT population until 2026. She thanked everyone who helped create the document, which should be adopted by the end of June.

The Ministry of Reintegration set up the Coordination Headquarters for the De-occupied Territories. Its main tasks are to coordinate activities between central and local governments, exchange information, communicate with the public, and resolve problems in the DOT.

The head of the Ministry of Reintegration said that transitional justice might be used in the liberated territories for a while.

“During the transition period, it is essential to have a clear state management vertical at the DOT. A centrally managed system is required where decisions are made clearly and promptly,” said Iryna Vereshchuk.

The participants also discussed:

– key positions of the comprehensive study of challenges and visions of institutional recovery of Donetsk and Luhansk regions after de-occupation;

– institutional restoration of the DOT;

– views of the authorities and the public on partnership for recovery.

“It is important to address these issues now. Otherwise, what is the point of our efforts? I always advocate for the positions of the regions, including Luhansk, Donetsk, and Kherson. We will return there, and I am confident that we will succeed,” the Vice Prime Minister concluded.
