The humanitarian response in the Kharkiv region is to help people and businesses

Iryna Vereshchuk chaired a meeting on humanitarian response in the Kharkiv region. Participants discussed ways to overcome humanitarian challenges in the region.

They talked about providing water to social institutions in Kharkiv Oblast if the central water supply is damaged by shelling.

The meeting also addressed proposed amendments to several existing regulations. One such amendment pertains to procuring goods and services without using an electronic system to meet the urgent needs of the Defence Forces operating in the region.

The meeting addressed the issue of regulatory changes to increase the limit for storing reserve fuel for servicing generators without obtaining permits to 10 tonnes.

In this context, the discussion also included the mechanisms for exempting the storage of reserve fuel from excise duty. To this end, stakeholders have developed amendments to the Tax Code of Ukraine and other legislative acts.

The meeting also addressed the need to provide timber for military units to construct fortifications in the Kharkiv region.

The participant’s attention was focused on the issue of a simplified mechanism for unblocking tax invoices of companies operating in the de-occupied territories of the region. There have been instances where taxpayer documents have been blocked during automated monitoring.

The State Tax Service of Ukraine said that to unblock tax invoices and keep operating, the relevant military administration needs to send a letter to the local tax service stating that the entity operates in the de-occupied territory.

The Vice Prime Minister asked the tax service to quickly process certificates from military administrations to help businesses in the de-occupied territories.
