Article 3 of Ukraine’s Constitution:

The state’s activities are determined by the content and focus of human rights and freedoms, which are guaranteed by the state. The state is accountable to the individual for its activities.

It is the primary responsibility of the state to affirm and ensure the protection of human rights and freedoms.
