The Ministry of Reintegration has approved the Methodological Recommendations for Conducting an IDP Needs Assessment at the Community Level. The relevant order, No. 288, was adopted on September 13, 2024, as part of the implementation of the State Policy Strategy on Internal Displacement until 2025.
This strategy was approved by the Cabinet of Ministers Resolution No. 312-p of April 7, 2023.
The methodological recommendations have been disseminated to the regional military administrations and the Kyiv City Military Administration for implementation at the local level.
This methodology has already been successfully deployed to assess the needs of IDPs in Kryvyi Rih. It is currently being implemented in the capital in collaboration with NGOs and IDP Councils. Evaluating the needs of IDPs will facilitate the development of effective strategies for their integration into host communities.
The document also includes sample questionnaires that will form the basis for the study. It further envisages introducing a system of regular monitoring of the needs of displaced persons, including the possibility of collecting disaggregated data.
It is worth noting that the methodological recommendations were developed with the input of leading civil society and international organizations, including the NGO “Public Holding ‘GROUP OF INFLUENCE’.”
The government works closely with a range of stakeholders, including donors and international partners, to enhance the protection of IDPs’ rights.
