Ukrainians often need to apply for a passport or restore a lost one after leaving the TOT. However, the process can be lengthy.
At the same time, the lack of an identity document or proof of citizenship can create certain difficulties. A Coordination Headquarters meeting discussed how to prevent this to ensure citizens’ departure from the TOT.
In particular, the State Migration Service of Ukraine has issued a clarification stating that the following documents may be issued to a person for the period of passport issuance:
- certified by an employee of the State Migration Service/Administrative Service Center/State Enterprise “Document”, a copy of the application form filled out and signed by him/her for registration of data in the Unified State Demographic Register in connection with the issuance of a passport to a citizen of Ukraine (based on his/her written request submitted in any form, which is attached to the application form);
- a certificate of submission of documents for issuance of a passport of a citizen of Ukraine in the form specified in Annex 3 to the Procedure for Issuing a Certificate of Registration of Internally Displaced Persons, approved by Resolution of the Cabinet of Ministers of Ukraine No. 509 “On Registration of Internally Displaced Persons” dated October 1, 2014;
- a certificate, which can be issued after receiving the application form in the territorial body/territorial unit of the State Migration Service.
