According to the current rules, to obtain a driver’s license, you must submit documents with information about the recipient’s registered place of residence.
However, this provision makes it difficult for citizens registered in the TOT or whose passport documents do not indicate their registered place of residence to obtain a driver’s license.
This was discussed at a meeting chaired by Vice Prime Minister Iryna Vereshchuk. In particular, it was noted that Resolution No. 454 of the Cabinet of Ministers of Ukraine of May 2, 2023, amended the Regulations on the Procedure of Issuing Driving Licenses and Admitting Citizens to Driving Vehicles.
Thus, IDPs can obtain/exchange driver’s licenses without documents confirming their declared/registered place of residence (stay) in Ukraine.
It is sufficient for them to present a IDP registration certificate, indicating their residence.
In addition to the paper form, the certificate can also be submitted electronically through the Diia portal.
