This is compensation for the utilities used by internally displaced persons while staying for free in state or municipal premises for four months.

As of September 19, more than 238.2 million UAH were transferred to regional budgets for compensating municipal and state educational institutions, jointly owned institutions of territorial communities, as well as those managed by regional and district councils that were transferred to local budgets.

The Government assigned this money from the backup fund of the state budget. The Ministry of Reintegration then instructed local budgets to utilize the funds for paying utility expenses at shelters for IDPs.
