Internally displaced persons receive a monthly state allowance for living expenses. The allowance is 2,000 UAH, except for people with disabilities and children, who receive 3,000 UAH.

People whose homes were destroyed or made uninhabitable by Russian aggression can apply for an IDP certificate. The Cabinet of Ministers of Ukraine Resolution No. 509 of October 1, 2014, specifies this.

According to Government Resolution No. 332 of March 20, 2022, IDP payments may be granted to eligible individuals.

The relevant state aid can be provided for an additional six-month period if the person returns to their place of residence, refuses the aid, and then their housing was destroyed or damaged.

The Ministry of Social Policy assists damaged or destroyed housing listed in the State Register of Property Damaged and Destroyed as a Result of Hostilities, Terrorist Acts, and Sabotage Caused by the Military Aggression of the russian federation against Ukraine.

If there is evidence from local governments showing damage or destruction of the dwelling due to russian federation’s armed aggression, it should be provided with the application for assistance.

The letter states that housing classified as damage categories 2 and 3 is considered uninhabitable.
