Today, the Cabinet of Ministers approved the proposed amendment to the Law of Ukraine ‘On the Legal Regime of Martial Law’. Legal prerequisites will be created to resume the work of state and local governments in the temporarily occupied territory of the Autonomous Republic of Crimea.

The Ministry of Reintegration, in collaboration with the Office of the President of Ukraine, the Presidential Mission in the AR of Crimea, the Ministry of Infrastructure, and the National Agency for Civil Service, developed the respective legislative initiative.

The act, if approved by parliament, will allow for establishing the Military Administration of the ARC and military administrations of settlements during martial law. It will also determine the procedure for appointing officials to these administrations.

The draft law establishes February 27, 2014, as the date for terminating the powers of local governments, officials, and civil servants of state bodies who have not been relocated from the TOT of the AR of Crimea.

After the de-occupation of the peninsula, the adoption of the draft law will enable the full integration of Crimea into Ukraine’s public administration system.
