The Government has initiated a process to reimburse farmers for the expenses incurred in demining their agricultural land at the DOT

The government has recently adopted a decision that provides compensation for farmers whose land has already been demined by certified mine action operators from 24 February 2022 to 15 April 2024. Furthermore, the decision extends to farmers who are only planning to start demining their agricultural plots or work as tenants. The Government portal has reported on this matter. 

The state will reimburse 80% of the cost of demining. Those agricultural producers whose land is located in the de-occupied territory outside the combat zone are eligible for compensation.

It is the responsibility of the Mine Action Centre to confirm the contamination of such areas with explosive ordnance based on the results of a non-technical survey conducted by a certified mine action operator.

Those farmers whose land was cleared by such operators between 24 February 2022 and 15 April 2024 are invited to apply.

To apply for compensation, email the Humanitarian Demining Centre at [email protected]. Attach copies of documents confirming the demining:

– a contract for demining services;

– a certificate of services rendered;

– a document confirming payment.

The Centre for Humanitarian Demining will verify the submitted documents, compile a list of farmers who meet the requirements, and submit the documents to the Commission under the Ministry of Economy for final review.

Those farmers who are only planning to demine the land they work on can submit applications and supporting documents for compensation through the State Agrarian Register. The cost of demining will be determined through open bidding in the Prozorro system.

Please be advised that compensation will only be provided once per site contaminated by explosive ordnance.

The 2024 budget allocates 3 billion UAH for demining agricultural land.
