Vice Prime Minister Iryna Vereshchuk said this during a live ICTV broadcast. She said this was discussed at a meeting of the Coordination Headquarters for Evacuation.

The Vice Prime Minister concluded that it is necessary to relocate psychoneurological dispensaries, geriatric, and other institutions in advance to avoid overloading the networks in winter. Furthermore, it is essential to create decent living conditions for the displaced persons.
