The current legislation prohibits the use of humanitarian aid for providing services to the public or generating profits. Those who fail to comply with these requirements are subject to criminal and administrative penalties.

In light of the aforementioned legislation, Kherson Oblast utilities are prohibited from utilizing equipment and vehicles provided by donors to conduct repairs within the Oblast’s communities or provide services to the public.

This issue was discussed at a Kherson region humanitarian response meeting chaired by Vice Prime Minister Iryna Vereshchuk.

A Ministry of Infrastructure representative told participants that Parliament recently backed draft law No. 11155-1, which amends the Law on Humanitarian Aid.

These changes let people who get humanitarian aid use it for work that helps their communities. But we still need to change the Criminal Code of Ukraine to fix the problem.

The Vice Prime Minister told the Ministry of Social Policy to make changes to the Criminal Code and send them to be looked at.

“We have to work on this case as soon as possible. We need to allow the communities of Kherson Oblast to use humanitarian aid to restore critical infrastructure and ensure the livelihoods of the population,” emphasized Iryna Vereshchuk.
