Students from TOT and IDPs will study at the expense of the state budget

The government has approved a mechanism for transferring students to state-funded places in vocational pre-university and higher education institutions. UAH 363 million will be allocated to cover the costs by the end of the year.

The corresponding resolution, developed on behalf of President Volodymyr Zelensky, was adopted today at a meeting of the Cabinet of Ministers.

The procedure applies to state-owned and privately owned vocational pre-university and higher education institutions that train students on a state order. The following categories of students have been granted the opportunity to transfer to study at public expense:

– persons residing in the temporarily occupied territory under martial law, in the territory of communities located in the area of military (combat) operations or under temporary occupation/ encirclement (blockade) in the territory of communities that as of October 15 and February 15 of the respective year are included in the list approved by the Ministry of Reintegration

– persons who have left such territories:

children of fallen defenders of Ukraine;

combatants and their children;

persons with disabilities as a result of war and their children.

How does it work?

To transfer to the state-funded program, students who are included in the list approved by the resolution must apply to the head of the educational institution where they are studying. The university verifies the submitted documents confirming the right to transfer.

Students will also receive a social scholarship. Its amount, depending on the category of scholarship holders and the type of educational institution, is determined by the Ministry of Education and Science of Ukraine. The transfer will be carried out at the expense of unused state-order enrollment places in 2022, as well as the availability of vacant (released) places. In the absence of the latter, it is possible to increase the volume of the state order.
