The ATR channel will receive funding from the state budget according to the results of the public procurement

Therefore, on June 3rd, 2021, the Government announced the procurement in the amount of UAH 24,987 million for the creation and dissemination of information product in Crimean Tatar language and, if necessary, in other languages for the audience of indigenous peoples.

The procurement was carried out using the negotiating procedure, justified by the lack of competition for technical reasons. In particular, according to the letter of the National Council of Television and Radio Broadcasting of Ukraine, the only channel broadcasting in the Crimean Tatar language on the territory of the Autonomous Republic of Crimea and Sevastopol city is ATR channel (the legal entity of ATLANT-SV TV Company LLC).

In fact, ATR won the procurement.

"Back in April, we started procurement procedures, the purpose of which was to ensure access of our citizens, who were in isolation due to the occupation, including - informational, to Ukrainian television and radio. As well as the provision of budget funding and support for TV and radio companies broadcasting in the temporarily occupied territories of Ukraine will help to do so. Three procurements were announced, two of which were carried out using the negotiating procedure. That is about the Crimean Tatar children's channel "Lyale" and the Crimean Tatar channel ATR. I have repeatedly noted that our approach is simple - the conditions for obtaining state funding must be the same for all broadcasters in the temporarily occupied territories: transparent, fair, according to European standards," said Oleksii Reznikov, Deputy Prime Minister of Ukraine, Minister for Reintegration of the Temporary Occupied Territories.

Let us recall that the first tender was announced in April 22nd, 2021 for TV and radio companies that broadcast in the territories of Ukraine temporarily occupied by the Russian Federation, inter alia on the territory of the Autonomous Republic of Crimea and Sevastopol city. 

On May 18th, 2021, in accordance with the results of the procurement the Ministry for Reintegration of the Temporary Occupied Territories of Ukraine signed an agreement with the Crimean Tatar children's channel "Lyale" for the creation and dissemination of information product in Crimean Tatar language and, if necessary, in other languages for the children's audience.

The cost of the agreement according to the results of the procurement is UAH 3 million.

Let us recall that Oleksii Reznikov has noted the need to initiate the development of a comprehensive target programme to ensure a stable Ukrainian broadcasting on vulnerable territories during the Committee Hearings "On ensuring stable Ukrainian broadcasting in the temporarily occupied and border territories of Ukraine".
