The Cabinet of Ministers of Ukraine, at its meeting on June 2nd, 2021 amended the Regulations on procedure for the issue of driving licenses and authorization of citizens to drive vehicles and on the Procedure of state registration (re-registration), removal of vehicle from the register, buses, as well as self-propelled vehicles, vehicles designed on chassis, motorcycles of all types, makes and models, trailers, semi-trailers, sidecars and other equated vehicles and mopeds.
The corresponding amendments envisage that citizens from among the internally displaced persons who have no information in the passport of a citizen of Ukraine about their registered place of residence are given the opportunity to obtain a driver's license and authorized to drive vehicles, as well as to carry out state registration (re-registration) and removal of vehicles from the register.
Before that, if there was no information about the registered place of residence in the documents certifying identity and citizenship of Ukraine or in the Unified State Demographic Register, IDPs were deprived of such an opportunity.
Given the fact that it is currently impossible to register the place of residence in the temporarily occupied territories of Ukraine, the aforementioned amendments will allow to obtain these services simply by using the IDP certificate.
Furthermore, let us recall that the Cabinet of Ministers, at its meeting on May 26th, 2021, made amendments to the procedures approved by the resolutions of the Cabinet of Ministers of Ukraine No. 367 dated from June 4th, 2015 and No. 815 dated from July 17th, 2019.
Therefore, in case of loss of the registration document for a vehicle or its invalidity for further use, the owner of the vehicle or the person legally operating such vehicle or their authorized representatives may carry out a one-time departure of such vehicle from the temporarily occupied territory based on a copy of the vehicle registration card, which confirms the state registration of such vehicle on the territory of Ukraine.
Citizens can obtain a copy of the registration card from the territorial service centres of the Ministry of Internal Affairs.
These amendments apply to vehicles of A1, A, B1 categories, inter alia mopeds, motorcycles and vehicles.
