The aforementioned was discussed during an online conference call with the amalgamated territorial communities (ATCs) of Donetsk and Luhansk oblasts, chaired by the Deputy Prime Minister of Ukraine, Minister for Reintegration of the Temporary Occupied Territories of Ukraine Oleksii Reznikov.
All Deputy Ministers, the Secretary of State and Heads of structural units of the Ministry for Reintegration of TOT took part in the meeting.
Therefore, during the meeting, the Deputy Minister Inna Drahanchuk encouraged the Heads of the ATCs to apply more actively for participation in the budget program, which provides for the purchase of housing for internally displaced persons at the expense of the subvention to local budgets from the state budget.
"That is the program of subventions that has been implemented for four years, but this year we managed to increase its funding by six times, from UAH 20 million to UAH 125 million. The implementation of this program directly depends on the active participation of ATCs, so we encourage you to participate in this process. We are implementing this program through co-financing: 70% from the state and 30% from local council. And we really hope that by the end of the year we will be able to provide a significant number of IDPs with housing together with you," Inna Drahanchuk appealed to the Heads of the ATCs.
She reported that the Ministry for Reintegration of TOT had approved applications from local governments for the purchase of housing for IDPs for a total subvention of up to UAH 47.1 million. In particular, applications in the amount of UAH 26.15 million have already been included in the draft order of the Cabinet of Ministers of Ukraine on the allocation of subventions. As for the rest of the applications for UAH 20.95 million, currently the Ministry for Reintegration of TOT is waiting for the decisions of the local governments on the co-financing of the activities for further decision-making of the Cabinet of Ministers of Ukraine on the allocation of subventions to the local governments.
For a deeper understanding of the process of allocation of the subvention, the Deputy Minister informed the Heads of the ATCs on the algorithm of actions and gave step-by-step instructions for participation in the subvention provision.
In particular, she noted that an important point of participation after the approval of co-financing is the fact that local governments have to submit information about the use of subventions in the context of objects and activities by the 5th of each month.
Let us recall that in 2021 the funding for monetary compensation to affected persons whose houses were destroyed as a result of the armed aggression of the Russian Federation was increased. In particular, UAH 114 million will be allocated for this purpose, which is in 5.7 times more than in 2020.
Therefore, already in January-March 2021 the Commissions established at Donetsk and Luhansk Regional State Administrations adopted a decision to pay monetary compensation for destroyed housing in the total amount of UAH 20,285 million.
It is expected that this year up to 380 citizens of Ukraine will receive such compensation, last year 74 citizens received such payments.
