The First Deputy Minister for Reintegration of the Temporary Occupied Territories of Ukraine Rostyslav Zamlynskyi stated the aforementioned during the online discussion "Strategy of economic development of Donetsk and Luhansk oblasts: from words to deeds."
"People are at the center of the Strategy of economic development of Donetsk and Luhansk oblasts, and they should be able to develop and expand their economic opportunities. To do this, the state together with the local governments have to establish the infrastructure where citizens can feel safe. So that they could take their children to kindergarten while parents work at a company or run their own business, so that they could comfortably travel by high quality roads to work, and so on. We are also talking about launching the new financial tools that would be aimed at encouraging the development, expansion of the entrepreneurial community, and opportunities for self-fulfilment of citizens in the business environment. These are key indicators which we have outlined for ourselves in order to implement this Strategy," said Zamlynskyi.
He also added that after the successful implementation of the development tools provided for in the Strategy, and primarily concern the territorial communities in the Government-controlled area of Ukraine along the contact line, they can be applied to the whole territory in the future, both in Donetsk and Luhansk oblasts and others.
"We have repeatedly said that this economic experiment concerns primarily the Government-controlled area of Ukraine, and after the exit of Ukraine to the borders with the Russian Federation within its traditional sovereign borders, we can also extend these tools to those territories, which as of today, unfortunately, are temporarily occupied," said the First Deputy Minister.
Zamlynskyi also reported on the current stage of preparation of the draft Strategy and the next steps of its implementation. In particular, he recalled that at the end of 2020 the Concept of the future Strategy was approved. Furthermore, the Ministry together with the Center for Economic Strategy, experts, colleagues from the non-governmental environment, regional authorities, scientists have already prepared an analytical block for the Strategy of economic development, as well as a number of other initiatives.
"We have also made relevant statements on strategic environmental assessment and are already preparing for public discussion. The draft of the Strategy of economic development will be submitted to the central executive authorities and various Ministries involved in this process for approval in early May 2021. The next step is the consideration of this document by the Cabinet of Ministers of Ukraine and its adoption as a strategic document. That is, currently we are moving in accordance with the action plan, which we set at the end of last year and have an ambitious goal that the Strategy will actually start to work on January 1st, 2022. I am confident that together we will succeed in this process," concluded Zamlynskyi.
Let us recall that earlier the Deputy Prime Minister, Minister for Reintegration of the TOT Oleksii Reznikov, said that by the end of the first half of the year the Strategy of economic development of Donetsk and Luhansk oblasts will be submitted to the Government for approval.
