Ukraine and the UAE discussed cooperation

A series of meetings on further cooperation between Ukraine and the UAE were held within the framework of the visit of official delegation of Ukraine to the UAE with the participation of Deputy Prime Minister of Ukraine, Minister for Reintegration of the Temporary Occupied Territories of Ukraine Oleksii Reznikov, Head of the Office of President Andrii Yermak, Deputy Head of the Office of President Ihor Zhovkva and Deputy Minister of Health, Chief State Sanitary Doctor of Ukraine Viktor Liashko.

As counteraction to the coronavirus pandemic COVID-19 is a key issue for cooperation with all countries, a separate meeting was held with the CEO of G42 Healthcare Ashish Koshy and his team. The issue of vaccine supply is a priority for Ukraine, since in order to fulfill the Decree of the President on vaccination of the majority of adult population of Ukraine by the end of 2021 it is necessary to ensure free access to the vaccine for all Ukrainians over the age of 18. The company G42 together with Chinese vaccine manufacturer Sinopharm is involved in production of inactivated COVID-19 vaccine and already produces this vaccine under the name Hayat-Vax COVID-19 in UAE.

The Parties discussed the possibility of supplying at least 5 million doses of the vaccine to Ukraine. As of today, the plant in the UAE   has a production capacity of about two million doses per month. To increase capacity, a new plant is planned to be built, which will be operational by the end of 2021, and through gradual development it will reach a capacity of 200 million doses per year with three filling lines and five automated packaging lines. In comparison, Sinopharm itself has delivered 100 million doses of COVID-19 vaccine worldwide since its launch last fall.

The Chief State Sanitary Doctor of Ukraine suggested to the G42 leadership to consider localization of COVID-19 vaccine production in Ukraine. It was agreed to work on this issue in the near future and adopt a decision by the end of May 2021.

Ukraine is also interested in the UAE's experience in vaccination and expanded cooperation in the field of healthcare.

Therefore, during the aforementioned meeting the Parties discussed key points of cooperation in the development of the Ukrainian healthcare system, in terms of improving e-health and concession issues in the healthcare field. G42 Healthcare is ready to consider managing selected Ukrainian hospitals and provide the appropriate level of investment and supply of the latest medical equipment. The CEO of G42 Healthcare Ashish Koshy responded to the proposal of the Deputy Prime Minister of Ukraine, Minister for Reintegration of the Temporary Occupied Territories of Ukraine Oleksii Reznikov and expressed his willingness to study the possibility of investment construction of modern analogues of our regional hospitals in Donetsk and Luhansk oblasts.

In addition, a meeting was held with the Minister of State for Food Security of UAE Mariam Al-Muhairi, responsible for the Joint Cooperation Council from the Arab side, which was established after the visit of the President of Ukraine to the UAE. Mariam Al-Muhairi coordinates contacts and processes project concepts between the two countries, which have set the goal to increase the trade turnover by 10 times over 5 years. During the meeting, the Parties discussed current projects and agreed on the Minister's visit to Ukraine in June-July of this year.

They also discussed progress on direct investments that may be of interest to the sovereign wealth funds of the UAE in Ukraine. In particular, the Mubadala Sovereign Wealth Fund currently considers further investment in Ukrainian companies that are on the list for privatization.

Ukrainian infrastructure, fuel and energy complex, alternative energy, heavy industry, banking, technology, agriculture and food products spheres, as well as technology are the areas of interest to UAE sovereign funds, private equity funds and venture capital funds for investment.

The Parties also discussed the possibility of investing in the development of the territories of Donetsk and Luhansk oblasts GCA.
