Under the head of Vice Prime Minister Iryna Vereshchuk, a meeting of the Coordination Headquarters for the Protection of the Rights of Persons Deported or Forcibly Displaced in connection with the Armed Aggression of the russian federation against Ukraine was held.

Representatives of the central executive authorities joined the meeting, the Prosecutor General’s Office, the National Security and Defense Council, national deputies, state experts, and delegates from human rights and charitable organizations.

The Ministry of Reintegration presented the concept of the draft State Program for Supporting Civilians Affected by International Humanitarian Law Violations.  It provides for developing a unified algorithm of actions by public authorities to address the priority needs of this category of citizens.

In particular, they discussed the register of affected civilians. The participants of the meeting agreed that such a register should function based on the Ministry of Social Policy.

It allows the state to clearly define who requires targeted assistance and what kind of assistance they need. This will include financial, medical, legal, psychological and other types of assistance necessary for further support of such people.

In its turn, the Ministry of Reintegration plans to focus on the care of children who are returned from the temporarily occupied territories and russian federation. Iryna Vereshchuk instructed the agency to prepare typical cases of problems they face upon arrival in their homeland. This may include a lack of documents, housing, clothing, necessities, etc.

The official emphasized that based on these cases, all departments, and services should develop a standard algorithm for dealing with such cases. Such coordination should speed up the process of receiving the full range of assistance.

The participants of the meeting proposed the idea of introducing the Institute of case managers. They will have developed algorithms for dealing with various life situations and will be engaged in further support for the victims. Children need such support the most.

“We see the efforts made by our President and the First Lady to address these issues. So together, in partnership, we must develop an effective system that will help people return to normal life,” the Vice Prime Minister summarized.
