In order to facilitate the provision of housing for internally displaced persons, the Cabinet of Ministers of Ukraine adopted Resolution No. 451 of April 28, 2021 “On the provision of preferential mortgage loans to internally displaced persons at the expense of a grant provided by the KfW”.
A concessional mortgage loan (hereinafter referred to as a loan) is a grant provided in accordance with the Procedure for Providing Concessional Mortgage Loans to Internally Displaced Persons at the Expense of a Grant Provided by the KfW Reconstruction Credit Institution (hereinafter referred to as the Procedure) to the winner for the intended purpose of purchasing housing in the amount and on the terms and conditions established by the loan agreement, the security for the fulfillment of obligations under which is a mortgage of real estate, and which is repayable in the manner and within the terms specified in the agreement.
The loan object is an apartment in a multi-apartment residential building or a single-apartment residential building, provided that such multi-apartment or single-apartment residential building was commissioned no more than 50 years ago or reconstructed no more than 35 years ago.
It is worth noting that the loan is granted for a term of up to 30 years, but not more than until the borrower reaches the age of 65 (inclusive) on the date of full fulfillment of obligations under the loan agreement.

We would like to inform you that the Ministry of Reintegration is the main spending unit and responsible executor of the budget program. The program “Housing for Internally Displaced Persons” was launched in July 2021. As of the end of 2022, more than 500 internally displaced families have received a 3% loan to purchase their own housing. The total amount of these loans is UAH 648 million.
