The Ministry of Reintegration, with other ministries, the ZMINA Human Rights Center, and interested agencies and organizations, is developing a State Policy Strategy for restoring power and reintegrating the population of the de-occupied territories. This strategy is being developed under the direction of Prime Minister Denys Shmyhal.

The Strategy’s first draft is complete, defining its purpose and principles. It also includes formulated strategic goals and problem-solving methods. Stakeholders can still propose changes to the document.

Certain ministries are currently developing concepts to restore state power and reintegrate the population. A special working group is considering the restoration of education in the DOTs.

The Ministry of Social Policy has submitted a draft order for approval. The order outlines an action plan to stabilize the social sphere.

The Ministry of Health developed a concept for returning the Ukrainian healthcare system to the liberated territories.

The Ministry of Culture and Information Policy of Ukraine is developing a concept for cultural and informational reintegration of the population.

The Ministry of Justice envisions a concept for the administrative procedure of registering civil status acts. Currently, it is reviewing proposals submitted by the public.

The Ministry of Economy has established a working group to develop proposals for revitalizing economic activity. The group will address creating simplified business conditions, identifying problems and challenges, and finding solutions.

“We must make every effort to develop effective concepts. Ukraine will return all its territories. And we need a clear vision of the state policy after de-occupation,” said Vice Prime Minister Iryna Vereshchuk during a meeting of the Coordination Headquarters on DOT.
