Department of Information Policy

The Department of Information Policy consists of two departments:

  • Department of Information Sovereignty;
  • Department for the Protection of the Ukrainian Information Space and Interagency Coordination.

The main tasks of the Department of Information Policy are:

  • ensuring the formation and implementation of the state policy on information sovereignty of Ukraine (except for the exercise of powers to manage the integral property complexes of the state enterprise “Multimedia Broadcasting Platform of Ukraine” and the Ukrainian National News Agency “Ukrinform”);
  • facilitating the satisfaction of information needs of the population residing in the temporarily occupied territories and adjacent territories;
  • determining prospects and priority areas of development in the field of information sovereignty of Ukraine;
  • providing proposals for determining the prospects and priority areas of the communication strategy in the field of information sovereignty of Ukraine, participating in the development and implementation of the state information policy on issues within its competence, promoting the use of dialogue practices;
  • ensuring, together with the authorized central executive authorities, the dissemination of socially important information in Ukraine and abroad on issues within the competence of the Ministry;
  • identification of target audiences that are the objects of influence of the state policy in the area of the Department’s competence;
  • preparing proposals for alternative solutions to identified problems, assessing their benefits and risks;
  • participation in the development of strategic documents on ensuring information sovereignty of Ukraine;
  • organization and coordination of the activities of advisory bodies (working groups, commissions, etc.) on strengthening the information sovereignty of Ukraine:
  • promoting the information reintegration of the temporarily occupied territories and adjacent territories;
  • establishing cooperation between government agencies and civil society (public-private partnership), promoting the development of a strategic communications system;
  • organization and implementation of information and communication projects;
  • development of proposals and implementation of measures to overcome and stop negative influences on the information space of Ukraine;
  • promoting the strengthening and expansion of the Ukrainian information space;
  • counteracting disinformation and special information operations;
  • promoting international cooperation on the implementation of the state policy in the field of information sovereignty of Ukraine;
  • conducting scientific research with the involvement of domestic and international experts on issues within the competence of the Ministry;
  • promoting the development and implementation of measures to coordinate the activities of central and local executive authorities to increase national capacity for the settlement of armed conflicts, define the basis for maintaining peace and development, peacebuilding, information sovereignty of Ukraine, and strengthening the resilience of hosting territorial communities;
  • holding consultations with stakeholders in order to involve them in the process of formulating state policy, studying, summarizing and taking into account the results of such consultations when analyzing the state of affairs in the area of competence of the Ministry and identifying alternative solutions to existing problems;
  • ensuring the implementation of professional communications;
  • conducting information and communication activities to increase media literacy of the population, counteract information aggression and disinformation;
  • organizing communication within its competence with leading experts, scientists, and representatives of civil society;
  • developing proposals and implementing measures to strengthen and expand the Ukrainian information space;
  • support the implementation of measures for the information reintegration of the temporarily occupied territories, coordination of activities with other state bodies, agencies and organizations, NGOs (public-private partnership), etc;
  • facilitating the establishment of feedback channels with the citizens of Ukraine residing in the temporarily occupied territories and border areas of Ukraine;
  • promoting the implementation of information and communication projects and technological platforms;
  • development of proposals and implementation of measures to stop the negative information influence of foreign media;
  • developing and participating in the development of draft regulations and other documents on issues within the competence of the Department;
  • processing of draft laws and other legislative acts relating to the competence and powers of the Department and submitted to the Ministry for approval by central executive authorities, preparation of proposals to draft laws and other legislative acts submitted to the Cabinet of Ministers of Ukraine and draft acts submitted to the Verkhovna Rada of Ukraine by other subjects of the right of legislative initiative;
  • performing other functions arising from the tasks assigned to the Department.
